Recently, the state council issued the "opinions on supporting the integration and development of rural one and two tertiary industries". Earlier this month, the state council held a special press conference, and the vice minister of agriculture, Chen Xiaohua, answered questions from Chinese and foreign journalists on relevant issues.  

In line with the overall planning of land use, alleviate the problem of land use in rural areas by adjusting the stock land resources; implement the policy of mass entrepreneurship and innovation, modern agriculture, agricultural products processing, leisure agriculture and rural tourism, encourage people returning to their hometowns to use rural collective land to develop agricultural industries in the form of equity, cooperation and leasing in accordance with law, use of rural collective construction land for entrepreneurship and innovation. 

Each province (district, city) can formulate management method according to local practice, support for returning home to the countryside to rely on their own and idle rural houses to develop rural family; In accordance with the rural homestead management regulations and related planning, allowed local farmers to rebuild their homes.

Under the background of rural land reform, it is necessary to abide by the relevant provisions of law and policy to return to rural areas for innovation and entrepreneurship, involving the property rights and interests of some farmers, such as renting land and renting houses.

1. Collective construction land. Collective construction land can be used for innovation and entrepreneurship in accordance with the law, including people returning to the countryside.

2. Houses can be converted into farm family.

3. Work with farmers to rebuild our homes, and people in the countryside must have a place to live, and even some e-commerce sites need a platform.

Among them, the policy of building a house with farmers is very large in the future. It can even be said that the state has opened the door for rural residents to build houses in the countryside.
